Michael Barnett is Professor of International Affairs at George Washington University. He is the author of Eyewitness to Genocide: The United Nations and Rwanda; Empire of Humanity: A History of Humanitarianism; Rules for the World (with Martha Finnemore); and The Star and the Stripes: A History of the Foreign Policies of American Jews.
